Title:	RHIC Low-Energy Operations and Plans
Abstract:	RHIC has the ability to explore significant portions of the parameter space relevant to the search for the QCD critical point. Low-energy RHIC operation with heavy ions at energies from sqrt(s_NN)=5 GeV to above RHIC injection energy presents a new set of challenges. We present results of recent test runs at RHIC, in 2006 with protons at sqrt(s_NN)=22.5 GeV and in 2007 with Au at sqrt(s_NN)=9.18, and evaluate prospects for RHIC as a low-energy storage ring. RF capture efficiency, IBS effects on luminosity, and luminosity projections are discussed. We also discuss the present status of a possible electron cooling upgrade in the AGS and its impact on these projections.
